charge per weight or measure

the min shipping by sea in most cases will 100 CFT (cubic feet), lots of companies will charge by weight.
in case of air freight the airlines will charge per weight or measure the greatest between them. and I will explain.
300 Lbs can in 5 to 6 boxes of books or 15 large boxes filled with pillows (just for example).
Air line will charge in that case for the measure and not per weight.
I think the best way is to ask for both quotes
